The PTC FAQs area says,
“You will not be without electricity. In most cases, your electric company will give you 30 days' advance notice to give you time to select a new provider.”
I don’t have this kind of experience to share. Recently, I remember I did receive a letter from a previous provider saying they’re transferring to another company. Since I had already switched away, I recycled that letter. Sorry that I don’t remember which one it is.
